Description: The Z-bus building algorithm provides a way to build the Z-bus. The reason why this works is that the first step of the algorithm is to build the
Z-bus for all buses that have shunt elements. This step eliminates the possibility that at some later step of the algorithm, there will be a need to add a shunt to an existing bus.
