In the schematic, the 47K is seen and the 10K potential is connected to the voltage divider configuration. By default, the PIC microcontroller ADC reference voltage is set to VCC (+ 5V in this case), dividing the maximum range from 30 volts to 5 volts for such a voltage divider.
