确定了此信息码为1 还是－1；以同样的方法对输出的信息码再做一次，最后
将两个信息码的判断结果进行比较，不同就记录下来，进行累加，相同则进
行下一次循环。M 个循环后，把累加和的结果除以M，就得到本系统的误码
率了。
