It would run at a reduced speed, and that speed would reflect the average amount of time the switch was on. This is the essence of PWM, Pulse Width Modulation. PWM is a way of getting analog (continuously variable) control over some types of devices. Motors, incandescent lights, and LED s are three commonly PWM ed devices.
