网址不能加入http://等头，并且采用模糊匹配方法，例如sina将匹配

黑名单格式例：
0\x0awww.sina.com.cn\x0abbs.xici.net\x0a
对于列表中的网址执行阻断，列表外的允许访问
白名单格式例：
1\x0awww.sina.com.cn\x0abbs.xici.net\x0a
对于列表中的网址允许访问，列表外的执行阻断
