在采集系统中，采用JAVA中的字符串解析、网络编程（Socket）、输入输出流（IO）和多线程等技术对原始计费Log（wtmpx)文件进行读取并分析、处理。但要求效率比较高，于是采用了Unix系统的计划任务命令（crontab）进行定时采集原始计费日志文件（UNIX系统下的/var/adm/wtmpx文件），并将采集的数据封装整理成己匹配和未匹配两种BIDR结构的数据清单，然后把己匹配好的数据通过Socket传输给中央处理系统；中央处理系统接收到数据并将数据插入到Oracle数据库所对应的原始数据表中。
在整合系统中，采用PL/SQL中的存储过程和Oracle中与日期相关的函数（to_number, to_char , add_months , trunc等）对Oracle数据库中的表的数据进行整合。一方面，对原始数据表到用户计费数据日表的整合，再从用户计费数据日表到用户计费数据月表的整合，最后再到用户计费数据年表的整合；另一方面，对原始数据表到服务器数据日表的整合，再从服务器数据日表到服务器数据月表的整合，最后再到服务器数据年表的整合。还要求定时整合已经保存到数据库的数据，于是采用了Oracle中的调度任务（DBMS_JOB）方法进行处理。
